Job Overview:

Responsible & accountable, supervisory for al/ project engineering and procurement quality assurance related activities including project quality management system and ensure compliance of supplier provided products/service to the requirements of the contract. Possess strong knowledge and interpreting international design codes and material standards like ASME Section vm Div. 1, ASME Section 11, ASME Section IX and ASME Section V and API, ASME 31.3 , ASME b31.8 ,ASTM standards for ensuring the product compliance. Liaise with Vendors, Package Managers, Client, Principal Quality Ops Specialists, Senior Quality Inspectors, Quality Inspectors, Lead Engineers, and QAQC Functional leads and supervise QA engineers, associate QA engineers, project vendor inspection coordinators

Key Tasks and Responsibilities:

  • Liaise with engineering groups, PMT, procurement, vendor inspection and customer to ensure customer specifications and relevant codes and standards requirements are integrated into the engineering and vendor data documents of supplied products

  • Review of material specifications, datasheets, inspection and test requirements, material and inspection critically rating, material requisition, vendor offers, technical bid evaluations and purchase requisitions / subcontracts to ensure project specific requirements are identified. Participates in the bid clarification meetings with vendors to resolve QA/QC related queries during TBE phase

  • Supervise QA engineers & associates and ensure completeness and correctness of vendor/supplier deliverables such as quality plan, inspection and test plans (/TP), manufacturing procedure specifications, weld procedures, heat treatment, and painting procedures against project specific requirements

  • Assist assurance manager(project) for vendor/supplier pre-inspection meeting readiness reviews, kick off meeting (KOM), pre-inspection meetings(PlM), assessment of vendor/supplier inspectors' performance

  • Administer the vendor inspection process by working closely with vendor inspection department through the assigned coordinator, supervise and assist vendor inspection coordinators and vendor inspectors on inspection requirements

  • Review and provide technical recommendations to package managers on vendor/supplier concessions or deviations, technical queries (TQs), NCRs and any technical issues upon post award and co-ordinate with customer for resolution and closure

  • Review IAP documents submission prior to submit it to COMPANY

  • Review supplier inspection reports (SIRs)J inspection release note (IRN) and confirm the completion of inspection as per /TP with follow up on the punch list closure upon release

  • Review and submission of final IDR documents to COMPANYAdministrate the overall project specific audit schedule and non-conformance / corrective action tracking register status reporting

  • Manage and conduct internal project audits, vendor/ supplier assessment and surveillance audits in accordance with the approved project audit schedule

  • Prepare weekly / monthly quality reports to customer/internal management for his/her area of responsibility including project KP/. Taking the lead on customer interface for al/ engineering and procurement quality assurance activities during al/ client meetings

  • Participate and conduct the root cause analysis and report causal factors root causes, corrective actions and follow up for closure

  • Providing QA/QC inputs/deliverables for proposals and estimation during bid phase like preparing preliminary project quality plan etc., and procurement engineering support by resolving client & vendor technical clarifications for critical packages like line pipe if any

Essential Qualifications and Education:

  • Engineering Degree in Mechanical Electrical and Instrumentation /Civil/ or Diploma with additional 3 years exp. 12+ years QA Engr. Or related experience in Engineering and Procurement Quality Assurance, Materials

Preferred Qualifications and Education:

  • Experience in Metallurgy, Welding Inspection

  • Lead Auditor Qualifications (ISO 9001) —IRCA or equivalent, Work Experience in manufacturers of Offshore (Oil and Gas)

  • Quality Audit &, Project Quality Planning; ISO 17025 Lead Auditor, RCA, Six Sigma, Preferable technical qualifications ASNT/CSWIP/PCN
