Job Overview:

The Project HSES Lead requires a comprehensive understanding of HSES concepts, theories, principles, and other related disciplines. The HSES Lead must be able to apply an understanding of the industry to improve effectiveness, provide guidance, and influence processes and policies for the HSES discipline as well as identify and resolve technical, operational, and organizational problems that impact effectiveness at the site level.

Experience of the requirements of and compliance with the WHS accreditation scheme are a key element of the role.

The HSES Lead will be part of the EPCm Contractor’s Construction Management team and will report to the Construction Manager.

Key Tasks and Responsibilites:

  • Maintain a complete understanding of all current HSES policies and procedures.

  • Ensure compliance with the Project HSE Policy, this Plan and HSE contract requirements

  • Interpret national regulatory requirements and monitor compliance.

  • Ensure that the correct level of support for HSES activities is maintained.

  • Ensure that HSES training needs are identified and training is effectively conducted.

  • Ensure that any required local and project HSES procedures are produced and implemented.

  • Ensure that the HSES performance of all subcontractors is monitored and evaluated.

  • Prepare HSES inspection & audit plans and conduct accordingly.

  • Prepare and maintain HSES Activity Plans.

  • Prepare HSES performance reports and submission of same to the Construction Manager and Functional Lead.

  • Ensure HSES annual targets are set, and improvement plans maintained.

  • Develop and oversee plans to meet Objectives, Targets, and Goals.

  • Lead or participate as SME in Incident Investigations and reporting.

  • Provide HSES input into look-ahead plans and reports.

  • Provide HSES input to Management of Change and Lessons Learned.

  • Review / approve subcontractors and vendors for equipment and services.

  • Attend and provide input to forums such as kick-off meetings, risk/constructability/readiness reviews, etc.

  • Work with Client’s Site Team as part of the Integrated Site Construction Management Team organization.

Essential Qualifications and Education:

  • Degree (or equivalent combination of education and experience) in HSES related field.

  • Over eight – nine (8-9) years of HSE experience within the Energy Industry.

  • NEBOSH Diploma or equivalent.

  • Trained and experienced ISO standards lead auditor (9001, 14001, or 45001).

  • Extensive subcontractor site management experience

  • Experience of interfacing with the Federal Safety Commission (FSC)

  • Maintain key competencies associated with the HSES function.

  • Ability to work as a team member as well as act as a team leader.
